Computer Spontaneously Slows Down - Steam Uses HDD Constantly

My current issue is "Steam Client Bootstrapper" uses up disk space randomly when I want to use my computer after being in one application for a while. I learned in my Computer Sys. Class that we should up the RAM if the HDD Light is constantly on and the computer runs slow, but my memory isn't being used up and I don't believe it would help to add more RAM. Any ideas why it's doing this? I defrag, cleanup, and maintain everything within cool temperatures.

UPDATE: Forgot to mention that my issue is, my computer slows down.

Specs:
Motherboard: MSI 970A-G46
CPU: FX-8350
RAM: 8GB 1600Mhz
GPU: HD 7950
HDD: 1tb 7200rpm Seagate
 
Solution
First thoughts would some kind of malware or virus infection.
If Task Manager shows plenty of unused RAM and CPU utilisation is otherwise low with the system idle I'd reinstall Steam.

i have scanned for viruses and malware and i've also defragmented my hard drive and re installed steam
