Alright so this has never happened before,or atleast it did before I got this motherboard. This is my motherboard. http://us.msi.com/product/mb/H81ME34.html#hero-overview I also didn't even know it had PCI Express 2.0,thought it was 3.0..On my last motherboard everything was fine and my gpu usage was normal. (Me on my other motherboard) it broke by the way https://www.youtube.com/watch?v=dCgh6Kt6Kng When I first got this motherboard it was acting up from the start,not using all of its cpu maximum was 25%,there was a option in bios that said EIST I disabled it and it started using its full speed. Now I don't know what to do,there arent any options for my graphics card except changing the latency and which display I want to change.
This is seriously unplayable and horrible,I should have over 60 fps,I have an Sapphire R9 290.
