System volume on disk is corrupt

My custom-built pc (2 yrs old) cannot boot Windows 7. The error message at startup suggests a required device is inaccessible. The startup repair on the repair disk suggests that the "System volume on disk is corrupt." I do not believe this is a hard drive failure, as my HD passed both short and long tests using Seatools for DOS. My tentative plan is as follows:

1) Try to use a hard drive docking station to transfer some critical files from my drive to an external hard drive.
2) Do a clean Windows 7 Install

Does this plan seem feasible? Is there a more efficient way? Thank you.

Yes, unfortunately you cannot from Safe Mode or at boot.

I would just go with the backup and clean install route then, as it is usually a waste of time to try and troubleshoot such significant OS issues.

Well RealBeast, that link you posted suggests that "You cannot do a repair install at boot or in Safe Mode." Since I can't get past booting, does that mean this is off the table for me?
