Windows explorer crashing, and cannot install new graphics drivers

Hi,

Today I traded my GTX 560 in for a GTX 760 in my PC. The 760 wasn't be properly detected at first, and Windows for some reason had multiple displays active even though I only have one... I managed to get that sorted so now it recognizes the display.

Also used DCleaner to uninstall the Nvidia drivers and restarted my comp, and now the GTX 760 is showing up in Display Adapters in the Device Manager.

However I'm now having issues with Windows explorer, and possibly related issues impairing installation of graphic drivers.

Now Windows explorer randomly freezes and crashes upon certain actions (such as right clicking, or trying to launch some applications). I also pretty commonly am presented an error saying "The stub received bad data" now, which I've never seen before.

When I try to install GeForce drivers it fails and says it can't continue with the installation.

Any ideas? =/ I'm really stumped why a change in video card is causing so many issues unrelated to graphics

I have Windows 8.1 64-bit

I managed to get drivers installed, but I'm still having some applications freeze randomly, and getting "The stub received bad data" for various things such as navigating in Windows explorer, trying to adjust settings for Windows update, etc.

I ran the disk check through command prompt and it found some corrupted files by the looks of it, but the repair failed. So I checked MS's website and they (very vaguely) said that Windows Update should take care of it... but Windows Update will not open properly and the service for it will not run, so I can't use Windows update.

Also upon restarting my computer it said very shortly right before it shut down something about bad memory.

How can I fix disk corruption if I can't use Windows Update and the command prompt thing failed?

PC specifications (though doesn't seem too important):
Intel i5-4690K
Gigabyte GA-Z97X-SLI
G.Skill Ripjaws X 1600MHz 8GB [2x4]
Asus GTX 760 2GB
WD 160GB HDD (boot drive)
Toshiba 1TB HDD
OCZ 600W PSU 80+
Windows 8.1 Pro 64-bit

It's pretty old, but I haven't had a single issue until I did the change of the video cards. I think that running the DriverCleaner program caused data corruption or registry problems. I'm gonna try a refresh of Windows to see if that'll work

Oddly enough I can boot into safe mode without any issues. I also managed to boot normally with a new user account (which is how I'm posting right now), though some Windows assets are still missing. For example there are no desktop icons and the taskbar has no date, time or anything on the right side.

When I boot, here's what normally happens:

It gets to the login screen just fine, but then when I login it either says error with group policy service or something like that, or it will tell me OneDrive couldn't load, then commence the start up where it says "Hi, installing your apps" etc. Then I get to a blank desktop with an error saying the desktop couldn't load (I forget the file path, something in system32).

If safe mode works fine would that not suggest that it's a driver conflict somewhere?

Well I already have Windows 8 but yes, I'm trying to repair/reinstall it. I have a USB with Windows 8 on it, but it won't let me boot from it and when I try to do a repair it says "Invalid media"
