Upgraded GPU and FPS got lower?

Hey, I've already posted once about my GPU underperforming and I decided to reword my question to make it clearer.

I have this CPU:

AMD FX(tm)-4170 Quad-Core Processor 4.20 GHz
And 8.00GB of installed RAM on a 64-bit windows 7 home premium OS

I used to have this GPU: Radeon Sapphire HD 7770
And I upgraded to this GPU: VTX3D Radeon R9 280X

I used to get about 25 FPS playing Arma 3 and after the upgrade I barely get 10. I have installed the latest drivers and it lists that my GPU installed is an AMD Radeon R9 200 Series which seems to be about right.

Why has my FPS dropped after this expensive upgrade?

If you're looking for straight up performance then yes, 100% go for a cpu upgrade.

Are your frames consistently low or only on higher settings? You should check out GPU-Z while playing to see how hot your GPU gets and report back. Also Arma3 is a very CPU intensive game so you should also be checking those temps out as well. In reality if you want really good temps in arma 3 you need a very powerful CPU.

My settings were at exactly the same as when I used my old GPU but the frames just got worse. I've been told Arma 3 is CPU intensive so I am considering upgrading my CPU as well, but I've been told upgrading my hard drive would make my computer quicker and to be honest I'm not sure if that would be more beneficial or not.

For whatever reason I'm unable to open the attached images. I can, however, tell you that upgrading your hard drive would make your pc quicker in terms of loading etc. If you install windows onto a good SSD which are quite expensive then you'd have quicker start up etc similarly with games you'd have quicker loading times but it wouldn't affect performance. If your GPU temps are really high when playing Arma 3 (Something you can find on GPUZ) then your cooling isn't sufficient or for some reason your fans aren't working to their full potential. (You can use various programs to directly control fan speed)

Ok so I'm not too fussy about the length of time it takes for my computer to load (even though it takes a while). All I want is when I AM playing the game to have a great time with good FPS... So I should upgrade my CPU before my hard drive in this case?
