$1000~$1200 budget desktop for digital painting/3d/gaming

Hi, I would want to get a PC of around $1000~$1200. It should allow me to smoothly digital paint (with photoshop), 3d model with blender, and play games. I am not a gaming enthusiast, so I don't really care about maxing all the graphics option in a game. However, my concern is on the fact that my current laptop have all sort of trouble with memory running out due to my high memory usage. Do I need more than 16 GB? Since I am going to spend a lot of my time painting, do I have to invest in a better monitor? I am not yet a professional though, so please suggest a monitor that suit with my circumstance.
