Hi guys,

I am running on a FX 9370 @4.4ghz and a XFX R9 280x.
I have a Seidon 120V cooling and i'm running windows 8.1

I have huge frame drops on much games like, BF4, BF3 and even Minecraft!

If I run everything on Low, I still get those huge drops!

Can someone help me?

I suspect you are overheating the VRMs on your motherboard, which is forcing low-power states (as low as 1.4ghz) on the CPU as a self preservation measure.

This is common in setups using AIOCLC's and AMD high TDP CPUs, as amateur builders install them but neglect to do anything about VRM cooling.

Speaking of motherboard VRMs... what motherboard are you using for this? Lots of AM3+ boards don't even support the 9370.

Make sure you have good air-flow over the VRM heatsink on the motherboard:

The Fatal1ty 970 should be fine with this CPU as long as you properly cool the VRMs....

If you're still experiencing random blerps of poor performance, then I would advise running hardware monitoring software that can graph the clock speeds and loads of your CPU and GPU while playing games. You may have power state management issue going on that is software related. Or... some other software eating compute resources (viruses, anti-virus software, both are awful in most cases, malware, anti-malware software, again, both are terrible).

Interesting... So based on the fact that your CPU temps appear to be fine, you are going to just assume that the VRM temps must also be fine. Good idea, BHRRRRP

How about put a finger on that heatsink and get a feel for what's going on before making assumptions, (caution!).

You need to chart your CPU and GPU clock speeds and loads to move forward with this.
