Computer dead - power supply, motherboard, or something else?

The past couple days, I have noticed that "shut down" simply re-starts the computer. Yesterday, I just pulled the plug from the power supply. Now it won't even turn back on.

I also noticed that yesterday, some of my USB ports just stopped working. This problem resolved with re-starting the system. That had never happened before.

My system is home built. I think the power supply is a 750 or 850. I am pretty sure I was pushing the limits of what it is capable of, but not 100%.

CPU is an i7. SSD for operating system. Regular HDD for applications, files, etc. nvidia 760 I believe too.

It has been a while since I've thought about this stuff, but if it is really important, I can dig up the exact specifications of this thing. I primarily use it for work - logging on to the electronic medical records of the hospital where I work, power point, etc.

I play the occasional video game as well. Nothing too crazy though.

Pushing the limits of a 750 or 850W PSU would mean that you use two very powerful graphics cards in SLI/Crossfie. If that's not the case, the only way you can stress the PSU is if it is a bad model to begin with. What model exactly? There are some "800W" PSUs out there that can't provide even half of their rated power.
