Seagate Desktop 2TB SSHD won't recognize in Win 8.1 or BIOS

For Christmas this year I received the Seagate Desktop SSHD 2TB. However, for some reason I cannot get Windows 8.1 to recognize the drive nor can I get my motherboard's BIOS to recognize the drive.

I can hear the drive turn on and can feel it spinning when I open my computer's case and it seems to be revving up and then slowing down continuously. Also, when my computer boots up, theres a weird noise but as I've never had the drive before I cannot determine if it is an abnormal sound or one that just comes with the drive.

Can anyone help me figure out this issue? I currently have the power cable that came with the drive plugged into one of the molex connections to the motherboard as well as a SATA cable plugged into a SATA II port on my motherboard.

My motherboard is an EVGA P67 SLI Micro.

Ah, alright then. If multiple power cables don't work that seems to rule out a problem with that adapter. I'd start to suspect a bad drive now but we can try connecting to different SATA ports on the board. The issue of the drive spinning up then down isn't normal and points to a drive problem since power seems not to be an issue. If that and the noise still happen even with the SATA cable disconnected, return the drive for replacement.
This might just be an odd phrasing on your part but could you clarify this part here:

There should be a SATA power connector available from the power supply. If none are available or won't reach an adapter could be used. The drive shouldn't make any "odd" noises but these symptoms can be a power delivery problem as well as a problem with the drive. Let's try a different power connection first.

Yeah sorry that was poor phrasing on my part. The drive came with a SATA cable and a power cable. Initially I didn't think it mattered which SATA and power cable I used so I used ones that were already plugged into the motherboard. When the drive wasn't recognized I attributed that to maybe needing to use the cables that came with the drive so that's what's being used now.

So would your suggestion be disconnect the SATA cable and see if the drive continues to make that noise and is spinning up and down?
