Is my PSU strong enough for my MSI 970 Gaming 4G?

When I plug in the card my PC won't boot (it goes to the post screen though), I get a beep code and then nothing happens. It works fine with my old GPU. I think my 12V rail doesn't have enough amps for it, it has 41, minimum is 42 :/. Is my PSU to underpowered? If so, can someone recommend a good PSU?

Chicago H67 (from a prebuilt HP) the beep code is one beep, pause, three quick beeps in a row.

I guess that's it then. Will I need to reinstall windows completely too? This is getting too expensive.
 


The OEM Windows license, that you're currently using, is tied to the HP OEM motherboard.

Depending on the brand and model of motherboard you get, Windows Activation may automatically activate or you will, most likely, be forced to obtain a new Windows license (i.e. via phone activation).
