Internet randomly slowing down and speeding up

I recently restored my laptop to factory state and something keeps cutting my connection to 10-20 KB/s. It happens to both my wired network and wireless network. I'm fairly certain that it's software because of that. I normally have to hit the big "x" in the corner by the URL to actually get a webpage to fully load.

1. This probably won't do anything, but try using a free vpn and see if it persists.
2. Try using a different browser.
3. Boot into safe mode and plug into the router
4. If you router features this go into the control panel and see if any other devices are using a lot of bandwidth.

I think he means "Do you have the correct drivers?"

EDIT:
Try using Caspa which is a network monitor that will tell you what device/s are using the most bandwidth at a given time and see if your computer is using too much or something. http://www.colasoft.com/download/products/download_capsa_free.php

look for laptop secs on a website like hp or toshiba for example whichever is your brand and model#
and see what wifi driver/chipset it uses.then download it and install but make sure you uninstall old driver first.

I'm fairly certain that the problem was solved when I updated the Realtek RTL8188CE 802.11b/g/n WiFi Adapter by downloading the update from the official Realtek website rather than using the device manager.
