CPU Temperature is too hot!

I just recently purchased a new AMD FX-8320 along with a Gigabyte GA-970A. When I turned it on for the first time, I went into the BIOS to take a look around. I accessed the part where it lists the core temperature of the CPU and it was ranging from 45 - 57 degrees Celcius. That's WAY too hot! Why is this?

I was going to use an after market cpu fan, but I was having trouble installing it, and decided to use the stock fan for now. I wasn't sure if I should apply thermal compound to it or not since it already had some pre-applied, but I decided not to because I noticed another thread here that it wasn't necessary.

This is what I have hooked up to the main board:

XfX TS Edition Pro 650
FX-8320 w/stock fan
1 Crucial Ballistic 8 GB 1600 module
MSI 29x 2 GB Gaming GPU

The CPU is also making a lot of noise, probably working very hard to keep the CPU cool. So what is causing the CPU to operate so hot?
 
Solution
The only thing that could cause it to run that hot is either improper installation of the heatsink or insufficient airflow into the case. You can test the airflow situation by running without the side panel installed. If your temps are 30C (give or take) then you need to work on airflow management in your case.

You have either a heatsink fan that has failed, or an improperly installed heatsink. You should re-read the installation instructions for your heatsink and follow them to the letter.
