All USB Ports Stopped Working (desktop)

On my desktop (see info on my forum listing or avatar) I just did an AMD graphics driver update (or started to) and after running the Catalyst Uninstaller in Program&Features was asked to restart and in doing so all the usb ports stopped working. I've done numerous gfx updates and this is a first.
I tried booting to safe mode and the kb works in that mode. Am able to select the different options. When in safe mode and the windows files are loading the kb is lit but after they are listed the kb lights go off and the kb is unresponsive. I've tried the mouse and kb on my laptop and they work so that eliminates the devices themselves.
I tried turning the pc off then holding the power button down for 30 seconds and then leaving it unplugged for over a half an hour to drain the psu if it was causing some sort of 5 volt overload (that I read may cause an issue) but that didn't restart the usb ports. I have two 2.0 usb's on the front along with two 3.0 usb ports and four usb 2.0's on the rear and all are down.
Tried to do a remote from my laptop but pretty sure that function wasn't toggled on the desktop prior to the issue so that's a no go.
My BIOS kb functions work and from what I can see in BIOS the settings look proper, in Legacy and all usb set to enable.
My power settings have been set to disable any usb power saving options or power down the computer prior to this issue.
Being unable to navigate stops me from going to Device Manager. Any ideas on being able to somehow restart the usb ports would be greatly appreciated. Are there other options in safe mode to restart the usb ports or am I stuck with doing a complete OS clean install?

yes it is...does that have a bearing on this? I also have no PS/2 ports to try that option.

 
Yes - you haven't posted your build properly. Making it very hard to help you.

How old is this HP Desktop?

Why have you got a fx8350 on it when it says it's not supported?

Which version of this mobo have you got? It says " USB: 4 (USB 2.0 or 3.0, model dependent)"

What OS do you have?

Exactly what 16GB ram do you have?

In bios, what readings do you get for 12v, 5v and 3.3v rails?

2012 model desktop, the mb you have linked is correct. OS=Win7x64 Hm Prem; RAM is Corsair that matched what came on it using Speccy to verify. My BIOS being HP proprietary doesn't list voltages just options and very few at that, no way to lets say overclock which is fine with me. I have the 8350 the mb specs show all FX cpu's supported verified that before I bought it, it had an FX-6120 oem.

Everything has worked fine til I was doing the gfx update and I'm talking about several yrs of constant use. I also added an SSD to boot to the OS and have several HDD's for programs and whatnot. As stated all worked very well til today.

Well after what I can and can't have seemed to have answerers shy took the bull by the horns and found a solution. I installed a working HDD OS booted to it after unplugging my SSD (the one in question) and ran all windows updates reboooted and then plugged in the SSD again and was able to gain access to the windows files. After comparing both sets of files side by side found in the windows>system32>drivers a usbfilter.sys file that was missing on the corrupted file, copied and pasted it from one to the other, then booted back to the SSD drive and bingo all ports started working again.

Color this one resolved.

all those questions had nothing to do what so ever with the question asked, shame on you and before you post you should check further when making statements as to usability and correctness before saying things like 'you didn't post your computer build correctly' and 'why do you have items that are not supported', tends to led other responders away from the real question, which by the way was a software issue, as I was trying to point out, it almost smacks of 'holier than thou' do you see my point? you instead of asking about the issue raised issues as to the validity of the question by trying to throw up red flags this is not a way to come to conclusions about a problem what gets me is after you were presented with the facts then you ignored the original question like it somehow hurt your feeling that you MAY be wrong.


This site has always been a leader when to trying to answer questions or solve issues but I fear lately it has dropped a notch or two either that or all the old hands are on vacation leaving wannabes in its place.
