Brand new build not running as intended.

So I'm trouble shooting issues with my wife's computer. She just began a couple hours ago trying to stream World of Warcraft and the computer is acting like it can't handle it, running a maximum of 20 fps not even seeming to improve much when I lowered graphics settings down from ultra to average. I put the majority of it together so I know that's all good. She did the software for the most part however I just verified that the graphics card drivers are all installed correctly. I also just finished checking to make sure nothing was overheating and that all seems to be fine as well (GPU 30-40.0C, CPU 25-35C). Nothing is really standing out to me at all however I'm somewhat an amateur of computers. I will list the computer specs here, any ideas guys?

Oh I see I thought you might of been using like Stream's service that lets you play a game on a differnet PC on yoru network which is kinda bad performance.

Hard to tell why it would be doing that. Might check Windows Updates, if this PC is just a few hours old it could be trying to pull down lots of updates and causing the problem, but other than that not sure. The hardware certainly isn't slow.

Just completed windows updates also :/ This is frustrating.
