can i sli using pcie 3.0x16 and pcie2.0x16

It can't SLI because the second PCI-E slot is x4 (x8 is required) and it isn't that good for Crossfire either. If you want to SLI 2 GTX 970, then get the Z97: http://www.asrock.com/microsite/Fatal1tyKiller/Fatal1ty%20Z87%20Killer.html
