Computer won't get past POST after overclocking

I just installed a Corsair H110 watercooling radiator on my CPU, and was very happy with the results when I started my computer up and it idled around 25-30 Celsius. I immediately restarted my computer and got into my bios to begin overclocking. I turned the CPU clock multiplier from 39 to 46 accidentally and it crashed at the logon screen. I changed it to 41 and it was stable. Changed it to 43 and it was still stable. When I changed it to 45 though, I suddenly began having the problem described above. My computer gets stuck at the post screen with my motherboard logo indefinitely, and I can't get into the bios no matter what I press. I tried unplugging and replugging in my keyboard into both the usb 2.0 and 3.0 ports, but nothing worked. I even pressed the "clr cmos" button on the back of my motherboard and that did nothing. I would really hate to have burned out my CPU, but I'm hoping that's not the case.

Here's a more detailed list of my computer specs;

It turns out that the problem was being caused by a rouge flash drive plugged into my computer that has been known to be faulty and cause problems in the past. I'm officially tossing it in the bin.
