So I bought a new msi gtx 970 (non gaming) and have been playing on it for about a week and a half, i used after burner to add +166 to core clock (with boost 1506) and +266 to memory, it seemed stable with a good 75-85 average on heaven with extreme tesselation and aa x4. I have been playing Beamng drive and a few other games i just got, went to play some gta iv with my new k70, and was getting a lot of stutter. I opened !hardware monitor and it said i was getting up to 512 core clock. Temps arent going above 42, it just happened though. I dont know what to do!

THis is my first build, any help is wanted!

Return all your settings to default and see if the problem persists. Overclocking a GTX 970 is probably not generally needed and unless you are playing the most demanding of titles at Ultra settings or at extremely high resolutions, may not even be necessary.

Actually its very necessary playing gta iv, because (I hope its as a bad a port as people say it is) i couldnt get above 45-55 avg frames in gta iv without and 60+ with. beamng also gets lag even with the oc. ill try though.

IM not sure how 144hz in 1080p would affect the performance, but thats what i play on, with an i7 4790k.

That's the problem. A single GTX 970 is not capable of maintaining decent frame rates at 144hz and very high settings. In fact, many users report struggles with single 980's on those settings at 144hz with demanding titles. Either drop your frequency or game settings, or add a card.

What resolution are you running?

So 144hz is a performance factor? I never thought it was because i only use it for games like tf2 and cs:go where i can get 150+ fps. i have asus vg248qe at 144hz 1920 by 1080 16:9 ratio. But it was very sudden, one day iwas playing gta iv at 60 fps, then all of a sudden 20 or lower.

If it changed suddenly, and was fine before, then it's not likely to be the issue. It's possible the card simply burned out or your PSU took a shit from not being able to sustain the GPU AND the overclock. At least, it's a possibility. Any other issues present? Any artifacts or other crazy shit? Any issues on other titles?

Download and run HWinfo. Run sensors and post screenshots of the sensors windows. It will likely take several screenshots to include all the sensors. Use tinypic or another image hosting site to generate the image code.

What is the brand and model number of your power supply?

1) GTA IV is seriously messed up. I get MAJOR STUTTER in the game which I don't get in any other game. I've never got it playable and the frame rate isn't any higher on the LOWEST settings than on the HIGHEST settings (both below 60FPS).

2) So ignore GTA IV and look at other games.

3) 144Hz and VSYNC:
It's true you can get stutter if you have VSYNC ON but can't output above the target. You should be using one of the following settings depending on the game:

a) VSYNC OFF (screen tearing, but no synch mismatch stutter)

b) Adaptive VSYNC (enabled per game in NCP. Will auto turn VSYNC OFF if you can't output 144FPS or higher)

c) Adaptive Half VSYNC (same as above but for 72FPS)

*Again, you need to learn how to use all three options. If in doubt, I suggest NO VSYNC, if screen tearing is bad then "adaptive half vsync". Very few modern games can output above 144FPS all of the time so most people with these monitors get a lot of STUTTER unfortunately by not using one of theother two options.

(A few games will force the game to run at half the refresh rate EXACTLY such as 30FPS for a 60Hz monitor if you output between 30FPS and 59FPS. Most games however will be toggling quickly between the two which causes unequal frame times hence the microstutter)

I dont know what the issue was, (I have a corsair cx750m) which can easily handle the puny power req's my card needs oc'd. But i restarted a few times, uninstalled and reinstalled drivers, (The problem persisted on other games too photon) and its reading 1506 mhz again like nothing happened and is passing benchmarks. I never have v-sync on btw.

Thanks for the help both of you.

Glad you got it going again, but just for future reference, the Corsair CX series PSUs are not high quality units. They are low end budget units for mainstream and office type machines. They are not intended for use with gaming cards or rigs with overclocked GPUs or CPUs. They are Tier 3 units and are well known for having issues and not meeting their listed specifications.

"These are still solid units, which still supply stable power to your system, though not ideal for serious overclocking "

It says not ideal for serious overclocking, but i am running a 750w psu thats using maybe half the power at full system load, and i dont think the gpu's overclock is very extreme either. Also it's brand new and has good reviews from people putting them in gaming machines :/ I'll have money in the future to upgrade but it was on a budget.

I know where it's listed, and what it says about the units that are listed there, but the general consensus among Tom's members who've been around long enough, is that those units don't belong where they are on the tier list and the Tier list is currently being re-created to more accurately place units where they belong.

The CX units are fine for maintstream and office type machines that don't use more than the integrated CPU graphics, but machines with GPU cards that have a higher voltage demand or rigs that are overclocking any components, we see them fail consistently.
