All right,Odysseusc, try to plug the USB devices to other other available USB port on the mainboard
and than reboot the PC and try to access the BIOS during the POST process .
if that seceded good new - your input devices are OK, the problem could be in either the BIOS settings, or operation system or even screen resolution. to try to fix that - try to enter windows (case the PC OS is windows) in safe mode and reduce the resolution of the monitor as possible, than again - if you cannot enter `safe mode` as well - it could be that windows infected and in that case what I would do is reinstall clean install of windows after backup all that possible.

Well, if the input devices connect with USB to the PC - it could be BIOS settings conflicted .
if that the case, try to get into the bios and reset all USB settings there to enable .
and if you cannot enter BIOS settings - it could be that there is an issue with either the input devices or the input port,
so first, try to replace the USB port that the devices connected into with other USB port available on the board and if that does fix it try to replace the devices.
