I am looking at Acer aspire switch 12. I am mostly going to multi task and work but sometime I'll light game as well. 800mhz base clock has been bothering me. Is it worth getting this chip?

Don't worry. You get epic sales every now and then. I bought an i7 4700MQ with Nvidia 740m a bit over a year ago for $600 Australian. 25-40% off sales will pop up if you keep an eye out for them.

I think its more of a one thing at a time system. That clock speed is extremely low. You'll want something with a bit more power behind it. There are plenty of cheap laptops with the i5 4200U processor that might be more your thing. Its a CPU that plays older games ok, but doesn't handle a lot of new ones very well. I'm guessing thats what you mean by light game.

For skyping and internet browsing, music typing etc. the i5 u processors are all you need. However stay the heck away from that core m y unless you need something with a massive battery life for note taking.

I really wanted something with a touch screen and all of those with i5 or i7 are extremely expensive. I saw someone playing resident evil 5 on max so I guess it can handle multi tasking just fine ?

You might want to save up then. Decent laptops with touch screens tend to be a bit more expensive although they are coming down in price and improving in performance every year. Touch screen laptops aren't something I know much about though. You're better off becoming the expert yourself here. Good luck!
