BLUE SCREEN(completely locked out from booting)

I have new parts I installed on my PC almost a year ago, the PC has been running good since last week ,I'm constantly getting a blue screen every time I boot , after the windows logo loads it freezes and restarts , I've tried a brand new HDD but a similar error occurs , I also tried a different HDD and same thing occurs so it can't be the HDD.I Also tried tested the ram trying different sticks and different slots, but same thing happens so it can't be that. I also tried the GPU using the display from the mobo (HDMI) but same thing occurs, the only old components in the PC are the mobo and processor they are about 5yrs old, the processor seems good and so does the mobo , so I don't know what it could be .HERE ARE THE NLUE SCREEN ERROR MESSAGES:IRQL LESS THAN OR EQUAL TO , DRIVER IRQL LESS THAN OR EQUAL TO , when using the new HDD and after the windows logo loads and its says beginning services (first boot) it's freezes and says a unexpected error occurs and the PC must restart and all you can do is click ok ,then it restarts . Please help me thanks

I've tryied booting from a win7 on flash that I used before to install the OS ,all safe modes don't work , even last known good configuration , I've tried everything , first time I've ever come across a problem like this in 6 years . SPECS : 8GB Kingston genesis ram, GIGABYTE 880GM UD2H mobo,AMD R9 270x XFX GPU, AMD PHENOM X2 II 3.2 GHZ , OS WIN7 ultimate

At what point does it fail? Can you even get into the bios?

It sounds like a hardware issue with what you have tried, so you'll need to run through troubleshooting the parts, I usually start by running the free version of memtest86 from HERE on a CD as it tests not only memory but the CPU and some motherboard components, then try using onboard video and remove the R9.

Yes I can get into bios , the PC crashes after the windows logo loads , I have trouble shooted the parts , the only ones left are the CPU AND MOBO , but they seem normal , I tested ram,HDD,GPU,and tried booting from win7 still crashes

Hey thanks but that's not rele helping ,I want to know if its the CPU OR MOBO cuz I tested all the other parts and its either one of those,I'm planning to buy a new mobo cuz I hav a FX6100 that's jus sitting there as its not compatible with my current mobo and it has 2 burnt ram slots , but I'm really not sure as the CPU and mobo seem to work normal , do u guys want me to make a video ? Of the error,
