Asus Maximus VI Hero with Intel I7 4770 System Build

I just completed the build of a new computer for my son. Here is what It has:

Intel Core i7-4770 3.4GHz Quad-core
Corsair H100i 77.0 CFM Liquid
Asus Maximus VI Hero ATX LGA1150
G.Skill Ripjaws X Series 16GB (2 x 8GB) DDR3-1866
Samsung 840 Pro Series 256GB 2.5" SSD
EVGA GeForce GTX 970 4GB Superclocked ACX 2.0
Cooler Master HAF 922 (Black) ATX Mid Tower
SeaSonic 650W ATX12V / EPS12V
Asus DRW-24B1ST/BLK/B/AS DVD/CD Writer

When I power it up:
the H100I corsair lights up, the H100i fans turn on.
the back and front fans do not turn on.
The front LEDs do not light up.
The Q-Code displayed is "00" which means "Not used."

There are no beeps at all and after a minute or two, the system goes quiet.

Based on what I see, the H100i is getting power, and the Mobo is getting some power, otherwise the Q-Code wouldn't be lit up.

I last built a new machine back in 2007, so it's been a while.

Does anyone have any suggestions for determining what is going wrong here?
 
The CPU is not recognized by the board. I suggest taking the board outside the case, removing the CPU and checking for bent pins, installing the stock Intel CPU fan, connecting both 24 and 8 pin power cables and starting the board (put it on its box). See if still 00.
