You are much better off building one. Here is a build that would run games on 1080p medium/high: http://pcpartpicker.com/p/MvGVZL, although to get the most performance, you might want to OC the cpu.

No. As well as being ancient, and having very outdated hardware, it uses the onboard graphics processor as the GPU, so you will only be able to play very easily run games like LoL etc. Although if you have more money you could buy a low end GPU in the future, which, although probably bottlenecked by the CPU, should give you a few more FPS in games. You would have been better off saving up money, so you could buy something that you can actually play games on.
