Games running slow

AMD athlon(tm) 64 X2 Dual Core 5000+ 2.60GHz
MSI Nvidia GT 640
3GB Ram
430 Watt Thermal Take PSU (failing)

Those are my specs. I'm not sure if my games have run this slow always or if it's my failing PSU. What do you guys think?

I now have a new power supply. The main game I am having problems with is tf2. No matter what settings I run tf2 it only varies from 15-60fps(high) and 20-80fps(low). The average fps is about 25fps.
