PLEASE, NEED HELP. Fans spin for less than a second with no leds turning on anywhere

Hey I am running:
asrock 970 extreme4 motherboard
Amd fx 4130 cpu
2x4 ballistix ddr3 ram
Msi twinfrozer gtx 660 graphics
Corsair cx500m psu
atempted seasonic x series 80 plus gold 650w psu

Hey guys so I'm stumped yesterday I received the seasonic x series 80 plus gold 650 watt power supply to replace my 500 watt power supply after I installed it when I press the power button the fans spin for less than a second then stop and won't spin again untill I flick the switch on the power supply for a couple seconds. None of the leds on the motherboard are lighting up I'm starting to get pretty concerned. I have tryed running it with one stick of memory. I've tryed taking out and putting back in almost every connection to the motherboard including the graphics card and ram the only thing I haven't done that with is the cpu because of how hard it is to take off and put on the cpu cooler is with this model cpu. I tryed resetting the cmos but that didnt do anything. When I ran it bear bones with just the cpu one stick of ram and the graphics card the fans stopped spinning when I pressed the power button. So in conclusion the only response I can get is if all the peripherals are hooked up the chassi Fans and cpu fan and gpu fan spin for less than a second. I would appreciate any and all help, keep in mind I'm not a complete idiot when it comes to computers but I'm also not an expert so paraphrasing would be awesome.

Ps I tryed reconnecting my old psu and the same fan spining issue happened with the same symptoms.

I've done that and I think my best lead is the fact it became completely unresponsive when I went bare bones. Is it possible that somehow my motherboard got fried, would it even let the fans spin if it was?
