Is 800MHz causing framerate problems in games?

I've been pestering everyone in the CPU section of the site because I've been getting strangely low framerates in the game Ground Zeroes. I've been considering upgrading my CPU but I just now checked my RAM and it's 8gb, 800MHz.

Everywhere I look I see 1600MHz or higher. Is it possible that it's this causing a bottleneck in my system?

When I run the game Afterburner shows my 4 CPU cores going up to almost 100% at times and this is when my framerate goes down. The GPU stays at around 60%, all my temps don't break 65.

System:

CPU: i5-3340
GPU: MSI GTX 970
Motherboard: Gigabyte Z77-D3H

I'm just checking because I didn't consider that it could be the RAM and obviously upgrading the RAM would be cheaper than the CPU. I've neglected my hardware knowledge for a while so I don't know how much RAM speeds affect games.

Okay, thanks for the answers, I thought it was the CPU. Was just holding onto the slight possibility it could be the memory. Time for an upgrade.

I like Tradesman1's answer since it validates my suspicions (then again what do I know? I'm on an answers site and I got a 970 because I was advised on this very site that my CPU definitely wouldn't bottleneck it) but jimpz's is the solution.
