Windows 8.1 or Windows 7

Hi guys, merry Christmas to you all
Recently I got a crappy laptop for college homework and researches and I put windows 7 on it but it's so slow booting up and opening applications, it's a lenovo g 50-30 and I read on multiple sites that windows 8.1 is much lighter on resources than 7, is that true?
Will my laptop be faster on 8.1?

PROCESSOR: INTEL CELERON N2830 (1M CACHE, 2.16 GHZ UP TO 2.41 GHZ)
MEMORY: 4GB DDR3 RAM 1333
HARD DRIVE: 500GB HDD
GRAPHICS: INTEL HD GRAPHICS 4000

System Requirements for Windows 7 and 8 are the same but Win 8 does a bit faster, and without the background apps it should do even better... But your hardware exceeds the system requirements for Windows 7 so maybe you should try finding the cause for it running slow... To begin, start disabling startup applications from msconfig typed on Start / Search or Start Run... then on msconfig / Startup tab; uncheck all but the antivirus, next on the Sevices tab, mark "Hide all Microsoft services" and uncheck third party services except for the antivirus. After that run the Antivirus and follow with Malwarebytes Antimalware, to remove possible malware/virus that may be causing your system to run slow.

Unfortunately, no. The reason your computer is slow is because it has a Celeron processor, which is a low-end processor. In fact, according to CPU Boss, your processor is in fact about the same speed as the ancient dual-core processor in my 8-year-old Thinkpad T60 that I'm typing this post on (I actually have the 2.0 Ghz T2500, not the T2400 below in the comparison):

With this level of CPU, expect boot times to be in the 1.5-2.5 minute range on a fully loaded OS, and expect applications to run pretty damn slow. Upgrading to Windows 8 would not help at all, in fact, your computer might run worse with Windows 8 just because of the power required to run Metro smoothly.

One thing you can try right off the bat, disable Aero and all visual enhancements.

The CELERON N2830 is about the equivalent of a Intel Core2 Duo T5600 @ 1.83GHz.. Your 2.0 Ghz T2500 is about 15% slower than either of those two... but even so it should not take more than a minute to boot... One of my computers is a Dell Dimension 2500 with a 2.00 Pentium 4 and I GB of RAM and it takes a minute to boot with Vista or 7... BTW my Pentium 4 2.00Ghz is 1/4 the speed of your Intel Core Duo T2500 @ 2.00GHz... so, you should check what's making it boot so slow.

I know why my computer boots slow. It's still running Windows XP and it's loaded down with antivirus and other startup crap. This is because I don't care about this computer's performance. The only thing I use it for is browsing on Chrome when I'm on the go, and Accesstuner Race for my car. Now my gaming computer is stripped (no antivirus, no antispyware, basically no startup programs), boots Windows 7 in 15 seconds. But boot-up times aren't the only problem here. That computer of his with that Celeron processor is always going to feel slow, no matter what his software situation is, in my opinion.

OP doesn't need to shell out $100+ for Windows 8 in my opinion, he needs to start saving up for a new computer. In my opinion his only "problem" is having unrealistic expectations of what his computer can do.
 
Lower end computers, and netbooks these days come loaded with Windows 8... The OP's Dual Core Celeron is from the first quarter of this year, so it's a modern CPU that should be much faster than it is, and with 4gb of RAM it should at least boot normally... so, it's issues are definitely due to software.
