At the moment I am using the stock intel cooler and it seems to get the job done, however I would like a better looking as well as quieter and better performing CPU cooler. I do not overclock and don't plan to, guess I can't anyways considering I have the i5 3570.

I have looked at the Hyper 212 Evo because everyone raves about it and say's it is the best CPU air cooler for the money.

Honestly I took a brief look. Prolimatech, Zalman, Silverstone, and a few others have large fanless heatsinks but they are ~$50+ which is a bit more expensive than an Hyper Evo. Unless you adore the idea of zero sound coming from your CPU cooler the Hyper Evo may be a good choice after all. I may suggest the Hyper TX3 which is smaller than the Evo and will perform better than a stock heatsink. It usually is around $20

Yes the Hyper 212 Evo is a great cooler for the money, and it works well for some overclocking too (not extreme overclocks). As you are not planning overclocks you may get something cheaper. Larger sized fans running on lower RPMS will move more air whle being more quiet. So I would look at coolers that have fans that are ~90mm and bigger.

Another choice would be to get a massive heatsink that uses no fans. Because of the massive size it should do decent in cooling a stock CPU and have no noise because there is no fan required for cooling. I'll look around a little

Personally, although the TX3 offers better performance than the stock cooler, the 212 Evo has the larger fan (and heatsink of course) and therefore will be quieter because I can run it at a lower RPM. They're pretty much the same price too!
