GTX 780 Ti running a little hot, fan only going up to 54%

I'm running an EVGA GTX 780 Ti Classified K|NGP|N Edition GPU.

I'm playing Dragon Age: Inquisition at 1080p with all my settings on Ultra. Open Hardware Monitor is telling me my max GPU temp is 79C. However, my max GPU fan % is 54%. Is it normal for the GPU fan speed to not being going higher when the GPU temp is that high? Is there a way I can get the fans to spin faster?

Download MSI afterburner and you can set up the fan speed and the graphics on how it behaves. 79 for your video card is normal under full load. I would put my fans on 80% though for that temperature. If it gets to 85C you migh start seeing artifacts on screen, but it's unlikely to run that hot if you don't overclock and if the card/fans are clean.

Can I use MSI Afterburner on an EVGA card?

I just adjusted the fan speed curve with the MSI software. I'm running almost 10C lower now! Although the fan speed doesn't seem to be following the curve. It seems to be 1-to-1 with the GPU temp. Ex: temp is 67, fan is 67, etc.
