For some reason approximately a week now, none of my apps, app store or even pc settings will open. When i click the app or even just to simply change my pc settings, the app opens however appears like so in the image and whenever i hover the mouse over the application, nothing is displayed?????

Sounds like an error within the OS.
Run this command in the Command Prompt, as administrator:
sfc /scannow
and Windows will look at its critical system files and if it finds any issues it will fix them. You may have to run it multiple times if there are a lot of issues.
That's about all I can think of, hope I helped.
By the way, nobody is going to be able to access that link. It points to a file on your local hard drive which no one can connect to.
