* For the case and psu, I can get from local store only as I am located in in Cambodia, so shipping is adding up just the same: http://www.chantracomputer.com/desktopsystem.html

From my selection, pcpartpicker warns me the following, I would be really appreciated if you can help select the right one from the local store link aboove:

Intel Core i7-4770K 3.5GHz Quad-Core Processor does not include a stock CPU cooler. Adding a CPU Cooler to your part list is recommended.
Asus Maximus VI Hero ATX LGA1150 Motherboard has an onboard USB 3.0 header, but the Aerocool Strike-X One ATX Mid Tower Case does not have front panel USB 3.0 ports.
Unable to verify the Aerocool Strike-X One ATX Mid Tower Case has sufficient space to fit the Asus Radeon R9 280X 3GB DirectCU II Video Card.

Solution
If your overclocking go for a cooler definitely.
For photoshop, having a faster CPU probably wont make too much difference unless your getting into procedural generated stuff more akin to what you would see in 3D modelling or Visual Effects. Even the 16GB of RAM wont have too much of an impact until your working with massive files.

That incompatability warning between case and mobo is just it saying that the board supports front USB3 ports, which the case does not have. It wont actually stop you from using them both.
For photoshop, get 16GB of RAM. Thats pretty much all you can do to better the rig for that.

In general.
Dont bother with Win7 Ultimate, you don't need the features it provides. Get Home Premium, or vanilla Win8 or 8.1.
You can get a far cheaper motherboard, if you dont want dual graphics card capabilities you could potentially go down to like $60 USD.

That should come with a stock cooler. You probably selected an OEM model in PartPicker that doesn't come with one.

So you don't recommend getting an aftermarket cpu cooler if I don't overclock? Or it's worth it to overclock for my graphic design purpose or prioritize RAM first?

One more thing, plz can you help recommend the case that can go with this VI Hero from this link: http://www.chantracomputer.com/desktopsystem.html as I also got warning from PartPicker?

For the Board and Windows 7 Ult, I already own them.
