Graphics card wattage requirement.

The graphics card I want has a wattage requirement of 500 watts but the power supply I have now has 460 watts, will this affect the cards performance drastically?

Well basically as soon as the card starts sucking more power for intensive games your whole setup will stop working and you will have to restart your computer. There is no fix to make your GPU more power efficient. If you want to use that card you need a better power supply. I hope you find one that suits your needs.
