PSU 3,3 V and 5V too low

After installing my new psu I decided to take a look at my temps and voltages through HWMonitor.

Some of the voltages look very abnormal.I have disabled any C-state or power saiving feature on the Bios.3,3V rail is way too low , +5 Voltage is also really low. I run several tests for CPU stressing and the voltages never went above the values shown.Computer works fine, no freezes or anything. Any thoughts?I am noticing some major input lag.
Psu: Evga supernova 1000W p2
Cpu: 4790 i7
Mobo: Soc force gigabyte

It is the latest version of HWMonitor.I also checked on my Bios and the values did not correspond to the values shown above.Voltages are normal on my BIOS (3,304V and 5,040V)
Could this be caused by Windows, and is it affecting my PC's performance? OR is it just my HWMonitor?

Thank you very much! I tried monitoring with SIV monitoring software by gigabyte and the values seem fine.
