Built PC, started up windows and checked the Nvidia control panel, and checked my system specs. It said that I had 8 GB of RAM, only 3.96 usable. How do I fix this?
Have you tried putting the RAM in another DIMM slot to see if it makes a difference? It makes no sense for it to see that you've got 8GB in the system but only half of that available.... unless you're using 32-bit Windows. There's no other reason for it to say so.
Either you've got a dead memory module or you're running a 32-bit OS. You can go to "pc settings" from the Windows menu and find out information about your machine there if you're not aware.

Will try that. I am 100% sure I am running a 64-bit copy of windows. Be back with an update.
Update: All RAM usable. Thanks for helping a PC Noob
