Couldn't overclock/optimize the graphics card

Before going into the problem, here is the my complete details of my rig -

i5 4670
gigabyte h87m - d3h
MSI R9 270X 2GB Variant
CM GXII 550W PSU (+12V rail - 44)
Seagate 500 GB HDD
Aftermarket Cooler Hyper EVO 212

The problem is - I am not able to overclock the graphics card even for 5 Mhz, no matter what voltage is set. To increase the performance, I put all at default thru catalyst control center and disabled CCC and MOM from startup. The games lag and crash right then. Something is hindering me from doing any sort of optimization. ONLY DEFAULT SETTING WORKS perfectly, otherwise visual artifacts affect the gaming entertainment and crashes the games in minutes. What is the reason?

Is it because of my gigabyte motherboard, putting down the frequncies?

Or

Is it because of PSU with not enough juice?

Or

Is the card broken? (Note: Default settings work properly)

I tried a lot but nothing helped me. As stated before, something is blocking me from optimizing the card for playing games with good performance. I came down here, seeking your help. Thanks in beforehand.

To compare your R9 270X to my Asus R9 270 (click CPU-Z image to see my build), my R9 270 is able to acheive a max clock of 1180mhz on the core and 1500 mhz memory with +20% power limit.

I highly doubt your motherboard is an issue. So which leaves 2 things in mind and 1 problem. The first problem is never use AMD Catalyst to overclock gpus. As much as it is easy to use, sometimes its not the optimal software to achieve what you want. I suggest you get MSI Afterbuner, its best known everywhere that its the best software for OCing GPUs.

Second, your R9 270X gpu might be one of those unlucky chips that got of the production line that runs great at stock, but can't push itself to run at overclock settings. That could be a cause of your crashing. But since you said you are getting some artifacts then it is very highly likely that the root cause is you were unlucky and bought a bad gpu chip since it wont overclock well and start developing screen problems. --> Could be that you need to increase the voltage on the gpu to get that overclock work. So definitely MSI Afterburner will be your solution.

The last could be your PSU, which I doubt its the reason why you are not getting any overclock.
