serius cpu bottleneck

hello everybody..
i recently installed far cry 4 and i started play with my new gpu amd r7 265 made by saphire.
i was experiencing laggs and fps drops when running the game with the r7 so i installed my old gpu amd hd 7750 and suprisingly i got better performance...
my cpu is intel core i3 4th gen...i checked gpu usage when playing and hd 7750 was 90-100 when r7 was 50-75...
guys how is possible to get better performance using worst gpu?...I guess that my low-end cpu bottlenecks gpu...tell me your opinion

I don't think so, if you got better performance the CPU should be OK. I think something is wrong with your card. You said the usage of the GPU is only 50-75% ... that isn't normal, in Far Cry 4 this GPU should run 95-100%
Try to check the in-game temps, maybe it is overheating (or the fan isn't working). Than you can try to update your drivers or try "her" in some other PC.

And what about the graphic setting? Are you sure it was the same?
