Arma 3 Laggy / GPU & CPU not working too hard

So I have been playing ARMA 3 recently and I would like to max out all of my graphics settings. Everything is set to the highest setting other than my render/view distances. These settings include "overall", "object", and "shadow".

With all settings on ultra and the rendering set to the default values my fps usually hovers around 27-30 (which seems low for my machine). When I attempt to increase the rendering distances I experience massive fps drops (usually down to about 19-22 fps).

I have been monitoring my GPU/CPU usage and it seems that neither my GPU or CPU is struggling. I can't remember my CPU usage exactly, but it was nowhere near maxed out (which I wouldn't expect anyway since I know the game is more reliant on the GPU). My GPU hovers around 46% usage with ultra settings and default rendering distances. It increases to (and stays around) about 52% usage with rendering distance maxed out. Sometimes it jumps to around 70% and other times drops and stays around 38%.

All of my temps seem fine (CPU 34 degrees / GPU 55 degrees)

I know it sounds picky to want all of the settings 100% maxed out, but I feel like I might as well try for it.

What could be causing these FPS problem? Many Thanks!

It's just how the engine is, from what I know. It's not programmed to use all the power, which is usually the sign of a console port, but ARMA III has no console version.

People will give you all manner of tweaks and configurations to get the game to run better, but it won't do any good.

Also, if you're playing Multiplayer, FPS is also dependent on the host. If the host is running the server on a slow system, it will lag everyone.

Be lucky you're getting 30FPS at all. On some online servers, even ones I host in LAN connection, the fps frequently drops to 24 FPS on my 780ti.

Oh, I see. Well that sucks! I guess I can assume that most of the other player are having the same issue and that I am not missing out on anything. For ARMA to be such a big game you would think they would have worked out some of these issues by now. I have heard that the next version of directX will improve performance, but who know. Well, thanks for your help!

Well, if it gives you a better idea of how the game is optimized, the game runs 10 FPS FASTER on my laptop at max settings than my desktop machine. I'm assuming it's because my laptop uses an i7 and my desktop an AMD 8350, but still...completely the opposite of what you'd expect.
