Slow Ping Time - Win 8.1 & Realtek 8111F Lan Controller

I have a problem with slow ping times after I do a cold reboot on my desktop computer which has a wired Realtek 8111F Lan controller built into the Asus motherboard. I found another post with a similar problem and the suggestion was to use Device Manager, Network Controller, Network Device and Properties. In the Advanced Tab you find Speed & Duplex, and set it to Full Duplex 100 Mbps. The default is "Auto Negotiate". This improves my ping time from 40-60 ms to 6 ms, and makes a small increase in download speed, say from 22 Mbps to 24.5 Mbps (I pay for 25).

This is great, but I can't make the increased performance stick. When I reboot the computer I go right back to the slow ping time and reduced download speed. If after boot up I play around with that Speed & Duplex setting, and in some cases even setting it back to Auto Negotiate, the ping time returns to 6 ms again. It seems like the setting I choose is less important than just the fact that I have changed it, kind of like the computer is not looking at the setting unless I force it to?

I can't make any sense of it. An old Win 7 laptop on the same network consistently does 7 ms for ping time. Problem seems to be specific to this desktop computer running Win 8.1.

Any suggestions you can make to get this increased performance to "stick" would be much appreciated. I seem to be real close to solving it, but something still seems to be missing. I did download the latest drivers for the lan controller from Asus and no difference.

As an update I downloaded newer drivers from Asus, and installed them. No change. Then downloaded even newer ones direct from Realtek, and again no change. Next I bought an Intel NIC and installed it. Again no change.

I have discovered that if I set the Shutdown mode to Hibernate, it preserves my higher speed and reduced ping time. Still no idea why this is working this way, but it seems to be a Windows 8.1 conflict with the NIC drivers.

If anyone can explain what is really going on here, I would much appreciate it. I'm thinking that having the Speed & Duplex on Full Duplex 100 Mbps is not the real solution. The real solution is something else that is being reset when I reset the Speed & Duplex. Just have no idea what it is.
