The first one is better. It's OC capable and once you add in a cooler you can OC. If you don't want to OC you could upgrade your GPU on the second build.

any ideas on upgrading the gpu on the second one, i have absolutely no interest in OC, i dont want to apply any "paste" nor do i know how, and please (if you are a mod) dont ban me for spamming, im just nervous and i dont want to be breaking any 300 dollar part XD. thanks alot, your the only one whos been helping me. (the fate of my pc is in your hands lol)

 
I don't blame you for not wanting to overclock. It can get pretty complicated and you can fry things if you don't know what you're doing.
I would get the GTX 970. It's the best bang for the buck and it's just within your budget.
