The motherboard I am using is and Amhthest Ms-7184.

I have installed an AMD Anthlon 64 X2 4000+ 2.4GHz processor and everything started to boot up fine. However, once it reached the windows logo where it begins to boot up windows, it freezes. I have tried rebooting but it always freezes at the windows logo right before my windows 7 OS starts up. I'm not sure if I have to upgrade my BIOS or clear my CMOS or what. Someone please lead me in the right direction!

Solution
You could contact HP, but likely they do not have a BIOS update. You could try a custom BIOS, but you risk bricking your board.

What you should do: return the "new" CPU. Donate PoS HP computer to charity. Build your own from scratch. Even the cheapest of todays hardware will be much faster than what you have.

I agree with the second half. You can build something better then that for half the price you paid for that new. If you don't know what to buy list your budget and either I or someone else can help you out there.

Well the link you provided shows that the motherboard supports AMD Athlon 64 X2 series up to 4800+. You are using 4000+ so it should be compatible. Just in case figure out the model number/serial key for your Desktop and search it up on HPs Support website. Check if there is a BIOS update that you have not installed yet.

First thing you can do is reset the CMOS/BIOS. If the PC halts at the Windows logo still then you will need to try putting back the old CPU in place and see if the computer will boot successfully then. If the old CPU freezes at the logo too then the CPU is probably not the problem.

Check for a BIOS, I have an HP that I added the FX8350 to, they had a BIOS. Then when I upgraded to an HD7870 I had to flash a newer one yet, seems that they aren't to bad in that regard. You may have to do this with the old CPU installed, iirc the flash utility is Windows based.

Thank you guys for the answers! I'm not too savvy with the BIOS flashing and CMOS stuff so can you guys tell me how to flash the BIOS? And maybe a link to find the latest BIOS.

Go to the original site you linked, you should be able to track it down from there. It's been awhile, but iirc it's a windows executable you just run it with antivirus disabled. Keep in mind no BIOS update is without risk, make sure nothing is running in the background and follow the instructions they give carefully. Also check the release notes if any, could give an indication of any cpu support etc added.
