Is my CPU causing a bottleneck?

When playing War Thunder I only get around 30-60 fps with vync turned off yet my gpu/cpu usage are both not reaching 100%.

i5 2500k @ 4.2GHz
XFX 7970 DD
8GB DDR3 RAM

(Please ignore the fact my computer has been turned on for 10 and a half days)

i dont believe so, I have not played that game, but you should be OK. maybe there is something not optimized with that game. How does your system perform in more demanding games, because if it performs well, they it is just the game. if not there may be a bottleneck.
