Multiple programs cannot run due to same error (code: 0xc0000142); how to fix?

Hello! About a month ago, I tried getting back into the game "Warzone 2100," and since then I've only been able to get it to work, I think, about two times, both soon after the system started up (though I've also had the problem occur under what are apparently the same circumstances). Every other time I've tried running it, an error message would pop up, saying "The application failed to initialize properly (0xc0000142). Click OK to terminate the application." Since then, I have purchased two games from Steam: "Age of Empires II HD," and "Wasteland 2." Running them from the Steam-generated shortcuts results in an "unknown error," whereas running them from the executable in the installation folder results in the same error message I get from Warzone 2100. This, and the fact that searching online for solutions reveals that the error effects more than just games, leads me to believe that the error is a result of a corrupt system file or something like that.

I've tried searching online for solutions to this problem. I've tried running the "sfc /scannow" command from the command prompt, I've tried using my installation disk to repair the OS, I've tried using both the system restore utility and going back to backed-up versions of my registry; right now I'm using Avast to scan for viruses, but that'll take a while. The only other "solutions" I've found involved downloading a suspicious-looking tool to automatically fix this and other issues, which of course I haven't tried and won't try, because, again, the tools looked suspicious.

A quick google of your error ID leads to this webpage. It isn't a golden bullet, but it does give some steps to take to help identify the problem. READ THE ENTIRE PAGE AND THE COMMENTS...

The other thing I saw was doing system restore. Unfortunately you would have to go back over a month.

I don't know which is a bigger risk... The first option or the second...

First, I tried the autoruns program. Nothing appeared under the AppInit tab, so that option was out.

Then, I tried defragging my hard drive, as per the comments. After two and a half days of defragging my hard drive, my games worked... until I turned my computer off for the night, and turned it back on this morning, only to find that the issue has come back.

Guess I'll have to try system restore.
