Laptop turns on, but black screen windows 8.1 HP pavilion touch screen

This laptop is only 10 months, it froze on me whilst listening to music, and I rebooted it many a time, the cursor moves, I tried removing the memory drives for a couple of minutes, but nothing, the bottom part of the laptop does not even go off, I remove the battery, still nothing, the lights still goes on, but it does not go on the start menu.
It originally was a windows 8 but I upgrade it to W8.1

does this laptop have warranty if it has then go to the shop where did u buy this and tell them what happend what dont work

1) Warranty repair or replacement is the best option, however if that does not work for you...

2) You say you can see the cursor move, so you must be getting part of the way into Windows. Do you get a vendor splash screen during the boot? Can you get into BIOS setup? (Hold down DEL during the boot.) Unfortunately that won't get you into Windows repair.

3) I think you got one of those new-fangled laptops with no optical drive, so the suggestion to pop in the Windows DVD won't work. You need to go to a working Windows 8.1 computer and create a recovery flash drive. (Here are the instructions at Micro$oft.) You might need to enable booting from the USB stick in the BIOS config to get that to work.
