I don't know what the difference is between a 7200rpm hard drive with 64mb cache and a 7200rpm hard drive with 32mb cache. What does it affect?

Solution
The speed of reading/writing to the drive. The more cache you have, the faster the drive. They have started making hybrid drives (SSD that caches the HDD) to make reads/writes even faster.
