Windows Ram reporting / availability issue -UPdated

This is an issue that I've had come up against a couple of times now. I bought a larger SSD and used the easeus backup software to transfer my OS and all data and re-size the partition. When done all is good, almost, now Windows 7 ultimate says that I have 64GB ram (correct) and that only 3.18 GB is usable!
Please note the following:
1) prior to this SSD change the ram was reported correctly, and all accessible.
2) no settings were changed in the setup screens.
3) I followed some steps found to go in to the ms config and tell the system how much RAM is the max, I both set it and cleared the settings.
4) I removed all ram and inserted 2 sticks that are 2GB each (4GB total) and booted, still showing the same 3.18GB usable.
5) I reinserted 2 of my normal sticks and they show as 16GB with 3.18 GB usable.
6) I removed the "Direct Memory Access Controller" from the device manager, rebooted Windows which then picked this up and reinstalled it, still no change.
7) The last time I encountered this I had to reinstall Windows to fix the issue. This I'd rather not have to do, lots of developer apps, db tools and games to also reinstall, a reinstall generally takes a couple of days to get back up, working and playing.
8) I've used the Easeus software on multiple systems and not encountered this issue other than on this one system, further more I have used this software successfully in the past on this system.
9) There really is an issue! I get out of memory issues. So it not just a house keeping thing.
10) This is Windows 7 Ultimate x64
11) this system has UEFI as opposed to traditional BIOS and GPT file system
12) It has a video card, Not onboard video.

The motherboard s an Intel DX79SR,
The SSD is Samsung EVO,
The Ram is Patriot Viper Extreme Masters, 8 sticks of 8GB each.

Please bear in mind, this did work, until I changed the SSD and the only things changed were the SSD hardware and the logical layout on the disk, and Nothing else!

Windows seems to store RAM amount, does it and where?
Windows seems to have a flag or records settings pertaining to the usable amount of RAM, correct? If so where and how to change it.
Is there anything in Windows that pertains to memory remapping? Any thing under the hood that you would not normally encounter, a file, a flag anything?
Any idea how frustrating it is to get out of memory messages when your system has 64 Gigabytes of RAM?

Hi All
thought I'd drop a note to let everyone know that I've solved this issue!
Though I still do not know the exact cause of this the solution was to run SysPrep with the generalize option checked my system now sees and has available all 64GB RAM and no more out of memory Warnings.
