HDD with rootkit converted into external cannot format or read

I recently just converted my old 750gb HDD into an external and Windows Explorer detects Local Disk (E: ) which has 100mb of storage and Local Disk (F: ) with an unknown amount of storage when plugged in.

Attempting to rightclick and open anything in Disk (F: ) does not work (i.e properties, format, etc.)
Loading Disk Management does not work WHILE the External is plugged in but does when it is not.

Diskpart in an elevated command prompt doesn't fully execute when it is plugged in but does when it is not.

It seems like it is infected with a rootkit. I have no interest in what is on the drive; I just want it to be usable as an external.
