Having problems with fist build

Hello to anyone that can help me, I'm a very new PC builder and am having some problems with my first build. First the DRAM LED light is staying on. I've tried pressing and holding the MEMOK button but it will either blink, running the tests, then stay on or it will restart the entire thing over and over again. What's weird is the light was not on during the first boot outside the case, then once I put it in the case it came on and has been on sense then. Another problem I'm having is that the asus splash screen isn't showing on the monitor when I try to boot up the PC. I don't know if it's because of the memory issue or if it's a video card issue. I've checked to see if there's any bent pins where the CPU is and can't find any. There is power to the motherboard and everything else seems to be working fine. I need to know if this is something I can fix at home or do I need to take it somewhere to get it fixed. Please help.

CPU: Intel i7 4790k
Ram: corsair vengeance 8gb x 2
Video card: PowerColor Radeon R9 290x

 
Which DIMM slots are your DRAM installed in? You can try switching them or try booting with a single stick of DRAM. If it won't boot with the single stick, try it in each of the other slots. If it still won't go, do the same with the other stick. It's possible that one of the sticks is bad, or that one or more of the DIMM slots is. If you didn't get the DRAM LED when you initially benched it, it's possible that the MB got shorted somewhere in the installation process, or that the board currently is shorted to the chassis somewhere.
