First, what do you mean it makes it worse. I know that when I turn on Vsync it stutters like crazy but I just need to know why it makes it worse for you. But in CS GO you can use the developer console by pressing the ~ button when its enabled and type fps_max 60

this helped solve my problem. But when i enable the v sync will it make me slower in game therefore people can jump the gun quicker on me ?
