IDE Hard drive won't connect via USB adapter

I have an old Maxtor IDE hard drive that I am trying to retrieve some data from, using an IDE to USB adapter. I plug the power in, can hear the drive startup, then plug the usb cord in, the light on the adapter turns on so I know I am getting some sort of connection but the drive doesn't show up, not even in the device manager. I dual boot Ubuntu 13.1 and Windows 7 and have tried this on both operating systems, as well as on my wifes Fedora system. Any suggestions on what to try next? Thank you.

on my xp pc, i have to shut down the usb drives durring reboot or the system locks, but i think u should do fine on reboot while usb drives are still on. my xp pc is old barely sata 2.0 and ddr2.

does your ide to usb support s.m.a.r.t...if so you're screwed then..(smart failed drives refuse to show up on bios/os)
if it doesn't..then i'm confused or you really have a dead drive
any non-smart enabled adapters can show up smart drives even if smart system says they're failed or approaching failure
but if the drives still don't show up...take the drive out and hit it with a hammer..cause it's toast for real.

btw, i got 1 working 200gig maxtor left here too...it's collecting dust in the cabinet, rest are out in the scrap bin
i went from seagate to connor to maxtor..then back to seagate...but now since seagate moved to china and went to hell, i don't know what to go do next. btw, maxtor took connor, then seagate took maxtor, then seagate factory got flooded then they moved to china to get screwed up, wd is now considered best since they never moved to china.
