I've never bought a thing online before need help for my new pc

I'm building a new PC starting january and there's few things i'd like to ask:
1st I can't buy these stuff in my country and thinking of buying the parts from the suggested lowest price site(s) is there any unreliable site i should avoid? The suggested sites are currently NCIX US, Newegg, Superbiiz, OutletPC, B&H, Amazon. I heard Newegg and Amazon are reliable enough what about the others?
2nd when i'm buying there are these "Mail-in rebate" that seems to be able to save me good amount so i'd like to know how i can get access to that

Google the mail in rebates,there's info to be found.I'm Dutch,but did that too to understand it a little.
From what i remember do you pay the full price and with a copy of the bill and a form can you ask for money back via the seller or the manufacturer,well somewhat like that.I don't think it's usable for you,you would need to contact the retailers for that info.

With such a cooler would i recommend low profile ram,just to avoid clearance problems.

Maybe look at Amazon entirely for the parts needed,they send to most of the world as it seems...
