Is this issue caused by RAM or mobo?

If a ram stick works in a mobo slot. Then when putting it in another slot the pc wont boot, even after returning the stick to its original slot. Does that mean it's the ram or the mobo? My ram (2x4gb Crucial Ballistix Sport 1600mhz 1.5v) has had a few bad reviews on newegg about DOA sticks and I'm worried that I RMA'd my mobo thinking it was faulty. When I first built my pc, the sticks didn't work when putting them both in the same colored slots then the day after it would work with only one stick and after that it would work with 2 after resetting the CMOS. After that I fiddled with the sticks again and put them in another slot and put them back in their original positions and it wouldn't boot and I was forced to unplug the thing for 2 hours until it came back to life. Played with the ram positions again yesterday and it wouldn't boot even after unplugging it or resetting the CMOS so I sent the board back. From my description, does this seem like a mobo issue?
